Former Secretary of State Colin Powell once told Hillary Clinton at the start of his tenure at the State Department that he was using his personal computer to conduct government business and take steps to ensure its digital correspondence is not “going through the State Department servers.” Mrs. Clinton told the FBI that he did not follow the advice of its predecessor, although she also used his personal email account for state affairs. Mrs. Clinton also asked Mr. Powell about using of her Blackberry for state affairs:
“What were the restrictions on your use of your BlackBerry?” Ms Clinton asked.
Mr. Powell said that he did not have a Blackberry, he used a personal computer connected to a private telephone line to “communicate with a wide range of friends directly without it going through the State Department servers”. Mr Powell continued: “I even used it to do business with some foreign leaders and some of the senior folks in the Department on their personal email accounts. I did the same thing on the road in hotels.” But he also warned Mrs. Clinton about the dangers of using personal devices such as Blackberry. "If it is public that you have a BlackBerry and it [is] government and you are using it, goverment or not, to do business, it may become an official record and subject to the law," he wrote.
Powell's spokesman recently told CNN that he wrote a memo to Clinton about his own use of an AOL account and said the account was for "unclassified messages and how it vastly improved communications within the State Department." Parties Powell also stressed that "At the time there was no equivalent system within the department. He used a secure State computer on his desk to manage classified information."
